What a Think Tank Won't Tell You (History, in a Nutshell)

INTRO TO INTERESTING ARTICLE IN 2011 TIMES-TRIBUNE.

This is the article -- but it's the comment that inspired my posting it:

I think it sheds light on some of the issues I've seen (from out of state) in Lackawanna County, attempting to communicate on a different level than the "he said/she said, we say/they say, and "Get Ross" language. And on why it seems so hard to convince the average person that it's NOT about the person, it's about the system.

Why are people so uninterested in issues outside the county, outside the state, and not connecting those issues to the local problem?  There ARE such connections, and I have placed, and sometimes connected, the dots; so have others....


 Perhaps demographics are a clue.  




But first, you have to suffer through this explanation:





FYI:  After about four months on Scranton Political Times, and saying what had to say, to some point engaging in dialogue with individuals around the common issues -- extreme distress around the family law issues -- and after setting up this blog by request, to save some of the momentum around the recent federal filing of a lawsuit against a specific G.A.L. in a Specific County & Specific Courthouse, I finally deleted my own username ("Outlaw_Wild_DoubleBill-KickbackCourts") over there.   It's such a stretch getting local people with serious problems around child custody to look up and understand that these problems came from the top down, and from nationwide associations with an agenda -- and not (solely) because an allegedly "evil" individual in a position of power of their lives and kids.

In other words, it was a hard sell getting the concept of a larger world outside NEPA actually affecting life at ground-level.  I don't live in PA, but have lived on both coasts and the MidWest, which makes it a little bit of a communications stretch to people whose focus, interests, and major concerns are right at home.  And to encourage use of the internet for finding parallels between local issues and the same issue in other states.

Add to this that to enter the family courts -- per se -- (PER se, not PRO se) -- is to enter a territory foreign to the common mythology about the United States.  For one, it's a war zone, for another, none of the normal rules apply -- in fact, most of the Court Rules of Civil Procedure aren't adhered to anyhow.  I think they are there just for show.  Explaining this to "outsiders" whose hard work helps fund the courts (as does the parents involved) can be a trial.  Your view has shifted; theirs may not have.  "Whatsamatta you?" is the mentality.

When one is deeply injured, it's natural to want payback, but if we are to change the SYSTEM, we have to get it beyond the personal level, beyond the "get Ross" mentality.

I feel that the Scranton Political Times has a little too much of this going on now:  After all, there were two moderators against the world, including fighting to keep the site up (2005-2007 or so), winning that battle.  Then there was a joint moderator status, one's "in your face" affair by (Joe) while living in the other's (Joanne's) house.  They say domestic violence is not a private matter, and so readers were treated to both points of view when Joanne filed a PFA to get back in her house.  She then banned Joe as moderator.  He went back and got a court injunction to get himself back on the forum, and she went rather silent for a while, and may possibly be off.

Then there is the issue of one person, multiple usernames, and finally (the final straw for me at least) was the triumphantly re-instated Joe starting a topic specifically directed at Joanne, who is at this point trying to fend off incarceration around issues of defrauding an elder relative, no small matter.  At least they have no children in common to extort each other, or be exorted by the court around!

I am not interested long-term in any of that.  I am interested  in publicizing what have learned about the operational systems of the courts finding people willing to digest (and as they will, evaluate) this information, and possibly act on it with me and a few alert others to DO something about the matter while we still have a USA, and hopefully while the dollar is still the world's reserve currency, which it may not be for long.  At that point, the unprepared are going to be seriously broke, ain't seen nothing yet!


DEMOGRAPHICS:

I found a demographics list (link "Area Demographics") from "The Scranton Plan:  Empowering the Present, Igniting the Future" (do they just grab these titles ending in "-ing" out of a common bucket, or is the habit of "ing-ing" mottos just in the air these days, to help sell the next plan?)  from the 2000 census.

After getting up off the floor from seeing "99.65% white, 1.31% Black or African-American" and the Irish~Italian~Polish~German percentages (which should've been no surprise, but I've been living in urban areas, for the most part), I saw the ratio of Male to Female that year showed as 47% to 53% -- a very unusual spread more common in other countries. . . . .

What's more it showed the average wage for Year-Round workers:

Male --     $33K
Female -- $23K, a gap of about $10,000 per year.

How might this affect life when, for example, a mother loses custody to the father, pays him child support and has to also pay per hour to then see her children on supervised visitation.  And then, when that supervised visitation person is over-billing her, or there was no cause for it in the first place?

(THE PRIMARY CAUSE FOR HAVING SO MUCH SUPERVISED VISITATION IS:  MY NOSE IN YOUR BUSINESS FOR MY PROFIT, IN THE COURTS.)

Recent trends have resulted in survivors of domestic violence utilizing visitation centers as the visiting parent rather than the custodial parent; thus increasing safety risks for the survivor and protecting the batterer. This workshop will explore effects on the families and implications for programmatic change.

APPARENTLY PARENTING IS A LOST SKILL.  PERHAPS THIS IS BECAUSE THE COURTS KEEP TAKING CHILDREN AWAY FROM ONE SET OF PARENTS (OR BOTH PARENTS) AND STICKING THEM IN SO MANY INSTITUTIONS THAT THE YOUNGSTER COME OUT COMPLETELY UNFAMILIAR WITH WHAT IT'S LIKE TO HAVE A FAMILY.  SO, TRUE TO STYLE, ANY PROBLEM THAT A GOVERNMENT INSTITUTION HAS SOLVED, IS A BUSINESS OPPORTUNITY SURROUNDING THE INSTITUTION THE GOVERNMENT DECIDES TO SOLVE THAT SAME PROBLEM WITH.  SUPERVISED VISITATION COMES FROM THE COLLECTIVE UNWILLINGNESS TO DECIDE WHICH IS A PRIORITY -- KEEPING CHILDREN AND SPOUSE WHO HAVE BEEN ATTACKED, INJURED, THREATENED OR (ETC.) ALIVE, AND ABLE TO MOVE ON WITH LIFE -- OR, "FATHERHOOD" AND "MARRIAGE" -- WHICH ENSURES THAT, NO MATTER WHAT, THEY WILL NOT BE ABLE TO.  IN THIS STATE:

In Lackawanna County, this is done in part at "EOTC" and supposedly because doing so adds to the child support collected.  (Theory:  Fathers who have more contact with their kids are more willing to maintain jobs and pay up. The HHS Access/visitation funds thus help pay to get them this time -- although (see Stefanov case) obviously not always -- through supervised visitation where it would otherwise be inappropriate.  So, when there is a $10K earnings gap (average median income for FT workers) -- then how does this work out if it's the women getting assigned supervised visitation frequently?  Then again, anyone with a family court case wouldn't be long under the FT working category; eventually they will be fired for too many court appearances (absences), etc.

Court-Related Programs

Examples of EOTC programs that help individuals or families affected by court-ordered directives:
Access and VisitationFor parents with child custody issues, EOTC offers supervised visitation for non-custodial parents at the Scranton Area Family Center. Parents and children can meet regularly in a safe, welcoming environment. Adults improve parenting skills and receive help with child support questions. Parent-child bonds are maintained and strengthened.
Currently, over 30 families participate in EOTC’s supervised visitation services — benefitting about 90 children. Because of the program, more than 90% of participants reach co-parenting agreements, and child support payments are maintained or increased. Based on EOTC outcomes compared to national supervised visitation expectations, the taxpayer benefit is $3.00 of increased child support for every $1.00 spent for the program.

While the National Atlas says census 2000 showed Male to Female as approximately 51.3 to 50.9% nationwide:

According to Census 2000, 281.4 million people were counted in the United States — 143.4 million of whom were female and 138.1 million male.1 The former made up 50.9 percent of the population, compared with 51.3 percent in 1990.

Census records Lackawanna County's first decade of growth since 1920s

With its Latino community booming and racial diversity on the rise, Lackawanna County witnessed its first decade of population growth since the 1920s, according to U.S. Census Bureau data released Wednesday. 
In fact, all seven counties in Northeast Pennsylvania grew between 2000 and 2010, as the region's population increased by 6.2 percent to 887,020. The region outpaced the state, which grew overall by 3.4 percent, according to this first look at Pennsylvania from the 2010 census.

Whether it signals future growth will depend on where these new people are coming from, how old and educated they are, and their skills and income, along with many factors that are hard to quantify.
"Who are they? That becomes really interesting," said Anthony Liuzzo, Ph.D., professor of business and economics at Wilkes University. [photo below]


. . ."Dr. Liuzzo is a member of many professional organizations, and currently serves as a member of the Board of Directors for the Family Service Association of Wyoming Valley. He is the author of numerous books and articles that have appeared in scholarly and professional journals."
The best estimate between census years, the American Community Survey, had projected a decline for Lackawanna and Luzerne counties, and it underestimated the explosive growth among Hispanics. But indicators such as school enrollment, migration trends and birth rates all pointed to a long-awaited turnaround, said Teri Ooms, director of the Institute for Public Policy and Economic Development, a think tank based in Wilkes-Barre.

Among the early highlights from the census:
- The Hispanic population increased by 479 percent to 21,491 in Luzerne County, where Latinos now make up 6.7 percent of residents. Lackawanna County's Hispanic community now totals 10,682, or 5 percent of residents, which was an increase of 261 percent.
- In Scranton, Hispanics are now 10 percent of the population. However, the city lost 326 residents during the last decade, a 0.4 percent dip.

Teri Ooms.  There's a marriage-promoter,  "Theodore Ooms," a name that comes up in my look-ups, often.  She is an MSW, and a "Marriage and Policy Consultant" (see 2007 AFCC brochure, Plenary sessions, "AFCC will Sweep you off your Feet") Any relation?

This one (Teri), however, is a "cum laude" graduate of University of Scranton, was Executive Director of this Institute from 2004 forward.  Before then she was in my state -- California -- running things in the "Inland Empire."

The Institute is a think tank that has been established to provide essential research, analysis, and consultation to entities looking for revitalization and long-term sustainability. The principal purpose of The Institute is to increase the capacity of organizations to solve their own problems and become thriving entities.
In the first two years, The Institute secured thirteen clients requesting various research/feasibility reports, provided ongoing consulting and technical assistance to several communities, published a number of research studies released to the public, including the Regional Indicators Report, and wrote weekly guest editorials for the local newspapers throughout the region. Here's a fascinating outlook on the local (lackawanna, Luzerne) county corruption exposure -- surprisingly, it's bad for business to have a reputation with leadership (commissioners, judges, real estate developers) known for taking kickbacks and engaging in racketeering.  Ms. Ooms was quoted in this article, too:

Here's a non-Ph.D. (non-"Piled Higher and Deeper") History 101s of the USA that nails the situation.  Too bad there were only three comments on the article!  


From some years of researching the impact of welfare reform on the family courts (my links are under Blog Description), I'd have to call this a very, very good summary of the overall situation.  It omits a few things like creating a fake currency, the income tax (to help centralize $$ in one place to be then fought for like coins tossed to the crowds, depending on how well they compete and dance for the privileges) -- but it pretty much nails it.

Commenter claims that America sold out its middle class by teaching them that manual work is less honorable than other kinds, sending them to college and then no jobs to match, afterwards, while equally well educated others from overseas take their place.  They also needed to maintain a slave class, with or without legalized slavery, and one portion or another of the population will do as well as any other -- but we do know who's the majority considered for the job.

Then there are those imprisoned -- who also are forming something of a slave labor force, and providing jobs for privatized industries running the prisons (Corrections Corporation of America) and naturally, some major international corporations who do the operations of the US Government, such as garnishing wages (child support, IRS), trafficking children into foster care by declaring their parents arbitrarily "incompetent" but (on the other hand) leaving some kids in VERY incompetent hands, including in foster care hands, where they sometimes die.

This poster, probably a minority, basically says -- so much for warped capitalism.
As someone who got degrees, waited til later to marry, and got a very poor deal out of the situation (abuse), then was further -- if it's possible to be further impoverished than asking for mercy (no abuse) and one's personal necessities of life, while MARRIED and at times a Stay-at-Home Mother -- then this family law system pretty much replicates that abuse, only larger-scale.

Bringing it back to the wide-angle lens, here's the comment.  It's a lot more intelligible and connected to truth than many think-tanks, which are, after all, tanks wherein people who already think similarly toss the same ideas around, and then publish it as if this consisted of thinking.   It's not.  It's collaborating, or conspiring, or congregating -- but the main quality of think tanks is who (with contrary point of view) is NOT participating, and who is funding them (usually a wealth entity with an agenda that this think tank better endorse, or hit the road).

Ok since people want to get rid of Political Correctness... I think we should start with why this is a problem for some people in the first place... Hate to tell you but YOU BROUGHT THIS ON YOURSELVES.... Maybe NOT YOU personally but definantly your parents and your grandparents and WAY BACK to those founding forefathers everybody loves...


GREED and a WARPED sense of capitalism caused this... Your not gonna send Blond hair Blue eye Bobby out there to pick food... The "Majority" is far to interested in the accumulation of wealth to even consider their children doing that kind of work....


The "Majority" in this country has focused so much on trying to be wealthy,, they have put off having Children till they so called "MAKE IT"...... So now many of the "majority" are having LESS CHILDREN and LATER and LATER IN LIFE..... Thinking that it is the Fiscally responsible thing to do....


But guess what???? Studies show the longer you wait to have children in life the less children you will likely have and the higher chance of birth defects like Mental Retardation and Autism..... So now we have a whole bunch of 40 yr old Upper Middle Class and Wealthy people (Mostly the Majority) having Physically and mentally disabled children.....
I'm not saying Poor Folks and Minorities don’t have children with disabilities.... But take the time and do some research, look at the numbers and you will see for yourself how ECONOMICS plays into WHY the "Majority" population is quickly becoming the Minority....


Because of the fact that the "Majority" has bought into the belief that their children are "Too Good" to do manual labor and have designed a workforce in which Non Family sustaining poor wages are now the NORM... Who do you get to do the jobs the "Majority" thinks their children are to good to do?? Right!! There very people many in the "Majority" blame for all their problems...


400 years of subjugating minorities in order to increase and secure the bottom line and the prestige of the "Majority" ... Started with using then killing off the Native American,,, Then the enslavement of Africans and the subsequent oppression of African Americans... Now it's the use of Hispanics to increase the bottom lines of the "Majority"... It doesn’t really matter if they are a strain on the Welfare or Health care system because the top 3% of American wage earners Depend on the bottom 90% of wage earners to ALSO get low wages and also pay taxes to support… Illegal Immigrant families… All that matters is that warped Capitalism Survives...

Don’t be fooled by thinking simply getting an education will protect you…


The growing trend for job skills that require an education is ALSO being Invaded by this Warped Capitalism… Today’s Companies are searching outside America for talent… Why? Because why would you pay an American with a BS or BA $60,000yr when you can get some one from another country to come in with the same BS or BA who will gladly do the job for $45,000.… The job you paid $100,000 to go to college for is no longer Available because some one with the same education you have can do your job for far less…
It’s all because of the Warped Capitalism we practice...


Now some of you hide behind your racist mistake by using racism... All your doing is proving Pennsylvania is made up of 3 regions... Pittsburgh, Philadelphia and Po Dung Jerk Water Hollar ALABAMA.. Which is exactly why 50 year old parents with 5 year old children named PIPER, CODY and FAWN sitting in the back of a Brand New Audi blowing SPIT BUBBLES and wearing Hockey Equipment....
